Marta McKenzie is an expert in the development, implementation, and management of local public health, health care and human services programs.  Over a career spanning more than three decades, Ms. McKenzie has held a variety of senior positions leading Shasta County’s public health department and serving as the County’s first director of an integrated health and human services agency.  A brief summary of Ms. McKenzie’s experience includes:

Director
Shasta County Health and Human Services Agency (2006-2012)

Key responsibilities:

  • Chief administrator and leader for formerly separate Departments of Public Health, Mental Health, Drug and Alcohol, and Social Services
  • Strengthened coordination and service integration across all programs and functions, promoted maximum claiming of state and federal revenue streams, and improved the effectiveness and efficiency of services delivered to County residents
  • Served in designated positions of Director of Mental Health, Director of Social Services, Alcohol and Drug Program Administrator, and Public Guardian

Director
Shasta County Public Health Department (2000-2006)

Key responsibilities:

  • Serve as the Department Head responsible for all administrative, financial, and programmatic aspects of Department operations, including:  budget development, submission and oversight; personnel actions and supervision; contract development and monitoring; and Board of Supervisor transmittals and requests
  • Ensured all statutory responsibilities of a local California public health department were expertly performed, including communicable disease prevention and control; emergency preparedness and response; health care access; maternal child health; public health nursing; health education and chronic disease prevention
  • Served as chief representative of the Department to the Board of Supervisors, the media, the public and community stakeholders.

  • Oversaw all fiscal, contractual, administrative and operational services of the Department
  • Directly supervised all program/division managers and the various departmental activities/outreach, personnel matters, and budgetary issues

Program Manager, Community Nutrition Division
Shasta County Public Health Department (1981-1995)

Key responsibilities:

  • Oversaw all community nutrition services offered through the Department, including WIC, Project LEAN, Comprehensive Perinatal Services Program (CPSP), and nutrition services for Shasta Head Start, the Shasta County jail, and Shasta County Mental Health
  • Carried out program administration, fiscal management and budget development, personnel management, program outreach, quality assurance, and liaison/coordination with other service providers and organizations
